Shannon Royer is one of us. A husband, father and fellow taxpayer, he has worked for two decades in the West Chester area to make a difference for our families. A community volunteer, former local elected official and Regional Coordinator for the Pennsylvania House of Representatives, Shannon is a leader we can trust.
Shannon has:
- Balanced budgets while never voting to raise our property taxes as a local elected official.
- Helped lead the effort to build a new facility for our seniors that serves 2,500 residents as President of the West Chester Area Senior Center.
- Privatized government services to save taxpayers money.
- Voted “No” to pay raises for elected officials.
- Received recognition as one of the West Chester Area Senior Center’s top volunteers, and received a prestigious award for his years of service to local seniors.
- Helped start the Business Improvement District that sparked the revitalization of downtown West Chester.
- Served as Chairman of our local Parks, Recreation and Environmental Protection Committee.
- Voted “Yes” to implementing the county’s Landscapes Plan in West Chester to help preserve open space throughout the county.
- Served as a Special Assistant during the state legislature’s Special Session on Property Tax Reduction.
A History of Helping Our Community
Shannon Royer understands our concerns because, like us, he faces the same challenges of raising a family and paying the bills, and he believes deeply in maintaining Chester County's special quality of life.
Shannon is a graduate of West Chester University and proved early on that serving our community through public service was a heartfelt goal. During college he began what would become a pattern of helping others through his volunteer work with projects such as the annual Toys for Tots program.
Professionally, Shannon started his career as an aide to former Congressman Robert Walker, where he helped local residents deal with federal agencies and listened to people's thoughts about issues that impact all of us. Working for the Congressman, Shannon got his first glimpse of how committed legislators can make a difference in the lives of those they serve.
In 1993, compelled by the idea of doing more to help his home community, Shannon first ran for and was elected to the West Chester Borough Council. He was re-elected four years later. As a Councilman, Shannon proved that through hard work and commitment to addressing the issues, he could bring positive change to the community.
During his time on Council, Shannon passed eight straight balanced budgets without raising property taxes. He was the only member of Borough Council to speak out - and vote - against the pay raise for elected officials. Shannon also helped start the Business Improvement District and supported the construction of the Bicentennial Parking Garage - two projects that sparked the economic revival of downtown West Chester
As a Councilman, Shannon also helped protect Chester County's open spaces and revitalize older communities by voting to implement the county's successful Landscapes program and serving diligently as Chairman on the Borough's Parks, Recreation and Environmental Protection Committee
Most important, Shannon fought hard to protect and improve West Chester's neighborhoods. He authored the ordinance that strictly regulates adult entertainment establishments, put more police on our streets, and worked to address the challenges associated with student-resident relationships near West Chester University.
Shannon Royer's service to his community extends beyond his capacity as an elected official. He's been a community volunteer for 20 years, and the organization closest to Shannon's heart is the West Chester Area Senior Center. As President of the Board of this community mainstay, Royer was crucial in establishing a new, expanded, and up-to-date center that provides more than 50 programs and helps over 2,500 people. Shannon has been recognized as one of the Senior Center’s top volunteers, and he also recently received the Senior Center’s prestigious President’s Award for his years of serving older adults in our area.
Over the years Shannon has also been involved with other organizations and initiatives in our community such as Rotary, the Pennsylvania Leadership Charter School, Character Counts and the Jaycees.
Since 1996, Shannon has worked as a Regional Coordinator for Pennsylvania's House of Representatives, helping legislators across southeastern Pennsylvania better serve their constituents and fight for legislation to help our families, seniors and children. Royer was also chosen to serve as a Special Assistant for the House's Special Session on Property Tax Reform in 2005. His background and experience working with the House of Representatives will help him make a difference in Harrisburg from day one.
Shannon and his wife Allison reside in West Goshen Township and are raising their three young children. The Royers are members of St. Agnes Church in West Chester.
